The only things I can find that are similar are victorian toothpicks, earwax scoops, or opium spoons. images don't show scale. it measures 70mm closed, 106mm extended.

I’ve been unable to find anything like this spoon online, any help would be greatly appreciated. About 3 inches long no markings.
