This item has an internal shaft that extends below the top handle down to the bottom. The shaft can be lifted up by the handle. Just below the handle is a hinged top.

No markings, I believe this either a perfume bottle or a snuff bottle. Its approx. 1-2inch (small) with a hinged lid. I cant find another like it in my research.
