What is this? Sugar scuttle, gravy boat, other???

Description: Trying to figure out what this is. I believe it is silver plate over brass. There is a lot of gold coloring showing through so I am thinking brass. I am thinking Japanese or Chinese vintage silver? It is a little more rough than say a vintage American or English silver piece. The hammer marks show through, but I think this makes it unique.
It measures 5 1/2" long, 4" tall to the top of the handle. Any ideas?
