Is this a spur for horseback riding?

Description: I live in an old mining town and find many iron nails pre 1890's. This looks about the same age and all I can think is an old spur. All I can find is that English style riding sometimes uses a similar spur but they all have the long arms that go around the boot. This had some wood in the opening but I brushed it out thinking it was dirt. Any clues? Any help is greatly appreciated!
