Unable to Identify what this Is - Please Help - It looks like an old Bell of Some Sort

Description: Hello, I found this is in the home I'm currently living and I cannot for the life of me figure out what it is. I've researched it and are unable to locate anything similar to it.


The logo on Top is an oval with a triangle in the middle. It says Electric (the Rust makes it practically unreadable). The Lid comes off on the top. It's Metal with two small handles on the back and a handle that allows you to carry it. These handles move back and forth.


I really just want to know what it is and possibly from what year.


I do suspect it's from around the 1930's to 1950's as I found a bunch of papers stuffed inside dated 1931 to 1941.
