Description: This probably should have been listed under pictures but I did not see the catagory. However, I was told that "Blue Monday" was a laundry soap and it was advertising for it ?? Across the wash tub on the picture it says "Who said Blue Monday"

I doubt that it was laundry soap, though it's possible. "Blue Monday" was the popular term for laundry day before the turn of the century when washing machines started making their way into people's homes. It could be an advertisement for any number of soaps from it's time, such as Lux. If there was a picture, we could give a more accurate answer.
