NEW INFO: I was finally able to get the pneumatic cylendar open that lowers the tray and allows the lids to close slowly. The valve on the inside of the pneumatic is made of a leather ring! Does this help identify the age?

I am not able to find any markings at all on this piece that might give a clue as to its timeframe or origin. I really want to know what timeframe it might be from.
I got it at a thrift shop in Denver Colorado.
It is 22in wide, 14in deep, and 29in tall. When you open the two sides of the top, the serving tray rises from inside. There is a pnumatic tube that should make it lower slowly when you close the top (though it needs repair).
