Unknown "Smoke" Frame With Smoke Holder Contact Member

Description: A heavy unknown metal frame that has the word "SMOKE" on it and a little metal tube attached. In the bottom right back corner it's marked "50" . The actual frame is 8" w & 5" L.Tge upper right corner appears to have been broke off. The frame design has flowers, looks like two big fish at the top and smaller fish around it. It could be cast iron but it has the look if pewter. The photo inside is not what it originally came in. It's an old postcard if the San Francisco Cliffhouse burning down Sept 7,1907.Can anybody identify what exactly this thing is? Thank you.
