Portable sink?

Description: I'm not totally sure what we're looking at here. I found this piece in the crawlspace of a house we recently purchased. It appears to be a sink basin built into a wall-hanging cabinet. The wood is in good condition and the metal parts show signs of age. Once a latch is disengaged, the panel containing the bowl/basin swings forward until it is retained in a 90 degree position by a metal chain. There is no drainage directly from the bowl. Instead, when finished washing/shaving/etc, when the panel is closed up, the water flows to the bottom of the cabinet where a drain is attached. A water pump handle is attached to the cabinet along with a soap dish. I could not find any identifying marks, though perhaps I was not looking in the right spot. I will take a proper measurement when I return to the house. I wasn't able to find anything like this on a Google search, but not knowing for sure what this item is, I was going just by descriptions.
