Description: what seems to be a silver handle with a heron design or some sort of bird. There doesn't seem to be any hallmarks but around the stone there does seem to be some sort of illegible writing. No known information on it, found in an old suitcase.

I was wondering whether it is a tool used for stamp collecting as it seems to be some sort of miniature magnifying instrument. It is only about 4/5cm long.

Any help identifying what this item could be would be of great use.
Thank you
